"Indonesia GDP growth improved modestly in 2003. Private and government consumption provided the impetus, but investment remained weak. The Government outlined a series of reforms to follow on from its IMF program exit. Although slightly faster GDP growth is expected in the next 2 years, to achieve higher growth rates and create employment over the longer term, the Government needs to improve the investment climate, strengthen its judicial and regulatory institutions, overcome infrastructure constraints, and resolve outstanding decentralization issues."
