Menteri Kimpraswil, Soenarno mengungkapkan, terdapat empat wilayah di Indonesia, yakni pulau Jawa, Bali, Nusa Tenggara Barat, dan Sulawesi Selatan yang saat ini tengah mengalami krisis air. Dilema Ini merupakan masalah klasik yang berulang setiap tahun selain banjir dan longsor di musim hujan. Dia menilai selain persoalan distribusi dua hal lain yang menjadi persoalan sumber daya air adalah kuantitas/ kualitas secara faktual dan sumber daya air yang belum mendapatkan perlindungan maksimal untuk menghindari kekurangan air. Menurutnya, yang mengkhawatirkan adalah kualitas maupun kuantitas air. Karena masalah ini dinilai cenderung meningkat setiap waktunya.
