Direktur Utama PDAM Surabaya Pengky Sugito menyatakan agar debit air Umbulan yang dipakai PDAM Sidoarjo dikurangi dari 170 liter per detik menjadi 40 liter per detik. Hal tersebut dikarenakan PDAM Surabaya mengalami krisis air bersih. Menurut Soenarno juru bicara PDAM Surabaya, sebagai pemasang instalasi air dari Umbulan ke Surabaya yang melewati Sidoarjo, PDAM Surabaya hanya bisa memanfaatkan 18-20 liter air per detik.
